Ubuntu 22.04 only includes Python 3.10 by default in the package repository. Please provide an installer for Python 3.10.
I am not sure, I think the build/release is done by the ScanCode core team.

Just an addition, the Python 3.10 package would be nice for the upcoming 31 release.

I think this issue will be solved by release 32.0.0 as package are provided for Python 3.7, 3.8, 3.9, 3.10 and 3.11 (see https://github.com/nexB/scancode-toolkit/releases/tag/v32.0.0rc4)
