Update license scripts for yaml frontmatter

@varunlmxd go ahead and verify all the scripts in the mentioned directory work all right.

Some changes are already there as phillipe mentioned, in 2b4e561#diff-02821f2b6b6416c4ec5498df5162f354378e8e7b8ae8fb1bf71ffe6bfdd113d5 look for changes in etc/scripts/licenses/

synclic.py is already updated, look into report_license_rules.py and buildrules.py and confirm that they work fine.
