需求描述（Describe）

需要将ai生成的MySQL新版本规则逐步投入使用，过渡期间新旧规则会共存，需要考虑共存使用的方案。

实现方案

  1. 将新规则加入到MySQL规则中
  2. 通过规则名称是否包含SQLE前缀来区分新旧规则
  3. 规则模板表新增规则版本字段
  4. 初始化时将新规则单独创建一个默认规则模板
  5. 查询规则接口时新增规则版本入参
  6. 操作规则模板时根据规则模板的版本筛选可添加的规则
