The TRACE FAILURE instruction produces error message 24.1: TRACE request letter must be one of "ACEFILNOR"; found "F"

The code in trace.c to support "F" is commented out. Now that SIGNAL ON FAILURE has been implemented, this should be as well. According to TRL2, TRACE FAILURE is the same as TRACE NORMAL.

Fix is complete as part of #85 and will be part of v1.1.0-beta-02.
