Record validates with missing contact

Issue Description:

Records with missing contacts are displayed as not having any errors (green edit icon, no warning icon). Behavior results form exporting and importing a single record (in this case a dictionary). The exported record contains a valid "contactId", however, the destination mdEditor session does not contain the associated contact record. The record is displayed in the destination as being valid ("contactId" exists), however, the contact field is displayed as blank (no contact record).

Expected Results (Bug reports only):

Record should be flagged as incomplete. Could possible display "Contact uuid missing" in place of contact name.
