Jenkins: audit tabs at the top of the jenkins

The jenkins tab list at the moment has quite a lot of views in it. We should do an audit of them, see if people still need them all, and if desirable remove some of them to avoid clogging up the UI. Here is the current state:

Perhaps make the infra one more useful for new users by including VPC, docker image creation etc. in there. Relatd to doc improvements at #3611
