Don't fail install when using RSPack or RSBuild, which supports Webpack Plugins

Hi! I just tried installing the tool via npx and the auto installer failed, saying that I didn't have a supported build tool. But I do! I'm using rsbuild which uses rspack under the hood, which is a Rust implementation of webpack, and webpack plugins just work.
