Track COOP "realtime-ness"

Presently, I have a tool that summarizes the number of daily COOP reports received by day,month, and wfo etc. This does not track how many of these reports were received in near realtime. For example, a COOP reporter may make multiple daily reports at once. Sadly, I have no straight forward mechanism to track this within the database.

Presently, the IEMAccess summary table has a report column, which is attempting to capture the SHEF encoding for the simple .A format case. This often includes a DC SHEF parameter, which is the creation time. It may be a bit tricky to use as I need to reprocess it with the encoded timezone value, so continuing to punt on this request 🫤
