Presently, autoplot 253 exists allowing this type of visualization against NWS Damage Assessment Toolkit tracks

I got a request to recreate this tool against the NWS Tornado Tracks dataset. Doom scroll the SPC WCM page. TODO items

Create an automation that downloads these and syncs the database
Likely apply a slightly different lead time calculation than what autoplot 253 is doing
NWS POD calculation against the 2023 data stays at 61.8%, what do I compute?
Cross check this against Storm Data, make sure these are coherent
