When we are creating organisations using the API, we need to also be able to check for the existence of orgs and update the content based on the recieved information.

The specification for the Org File is documented here: https://github.com/akvo/akvo-rsr/wiki/Sample-XML-Files-for-API-Load

ALso relates to #374 we should take into account whether the Organisation entry in RSR can be overwritten using the API or if this is a record that is being managed by the Partner.

Move the Organisation Adding to the API and Implement a Hash Check for data as well as the PUT functionality to allow updates.
