Enable the module's manifests to work on windows. Enable facter reporting, blackouts, patch windows etc. Tracking the actual patches to be applied etc will be handled under a different issue.

Actually, looks like the work @nathangiuliani did has mostly sorted the windows side. We've worked together to rebase it into the code and it appears to be working cleanly now.
