What

Add guidance to the footer component explaining in which circumstances you should remove the crown copyright attribution from the footer (and/or when it should be displayed).

Why

The crown copyright attribution ("© Crown copyright") and the accompanying crest are included as part of the footer, however it may not always make sense to display this attribution.

We should help users understand when it is and isn't appropriate to use the attribution and the crest.

Might need to pick this up if we decide to implement the ability to remove the crown copyright logo in the localisation work. If not, can be moved back out of the backlog.
