no form on initial load

when loading the site for the first time, there is no form requesting any data at all. I've also noticed that when hitting the cron.php endpoint, it reads the data (both from the API and from the uploaded JS archives) but no data gets written.

If you bootstrap it with the Twitter archive, does the cron.php update the database afterward?

no it doesn't. I've checked the error logs and I don't see anything in particular that's an issue. error logs are getting written, but nothing specific telling me why.
