在 format FS 之前，會先做 空間硬碟規劃，就是 formatting。
主要工作：切 sectors
每個 sector 包含： header , data area , trailer
header, trailer ：sector number，以及 EEC(error-correcting code) ( detect 是否有錯誤發生 )
OS 要使用 disk 時，會做兩個步驟：
- partition the disk into groups of cylinders
- logical formatting ( 建立 FS)
