Remove/relocate stale scenario guides

Most of the scenario guides listed are still not tied to their relative collection, nor are they being maintained. The proposal is to:

1. Remove all the guides from /devel/ that are not already in a collection
2. Update any guides that are moved to their relative collection with a stub page (aka this guide has moved to xyz).
3. Open an issue on any collection where the guide is being removed to inform them of the removal and ask that the add to their collection if they still want this documentation available.

With this proposal, the guides won't disappear from docs.ansible.com until Ansible 10. That gives collection owners a few months to port over guides they fell are useful.

• Docker Guide - already moved and stubbed.
• Vagrant Guide not tied to a collection but not updated in 4 years. Removed in Remove Virtualization and Containerization Guides #975
• VMware REST Scenarios already moved. Remaining stale files removed in Remove Virtualization and Containerization Guides #975

@samccann Cisco ACI had their chance to move the scenario guide to their collection but didn't use it: CiscoDevNet/ansible-aci#278

I've opened #983 to remove it.

I didn't find any issues about moving the scenario guides to the collection for Cisco Meraki or Infoblox. Could you please create them?
