verify_release_candidate.sh script fails verifying 23.0.0 rc 2

Describe the bug
When trying to verify the release using the verify_release_candidate.sh script from https://github.com/apache/arrow-rs/blob/master/dev/release/verify-release-candidate.sh we see an error:

Caused by:

  no matching package named `arrow-buffer` found

./dev/release/verify-release-candidate.sh 23.0.0 2
