Reparsing in

beam/sdks/python/apache_beam/runners/worker/sdk_worker_main.py

Line 102 in 8778339

sdk_pipeline_options = PipelineOptions.from_dictionary(pipeline_options_dict)
can cause subtle bugs like: #25943

Instead, SDK can parse options at submission and workers can access options from portable pipeline representation.
