Druid Extension to read messages in OpenTelemetry Metric Protobuf format

Description

Please describe the feature or change with as much detail as possible.

• Add an extension so that OTLP metrics in protobuf format can be deserialized.
• I have an initial code which is used in production currently and would like to contribute to opensource.

Motivation

Please provide the following for the desired feature or change:

• A detailed description of the intended use case, if applicable
  • To read OTLP Metrics data in protobuf format. This serves well for use-case when druid is used for observability.
• Rationale for why the desired feature/change would be beneficial
