Someone asks me how to check the archive of the mailing list.

I think we should add the link to the mailing list subscription guide.

In particular, change:

  1. docs/en-us/developers/contributor-guide/mailing-list-subscription-guide_dev.md
  2. docs/zh-cn/developers/contributor-guide/mailing-list-subscription-guide_dev.md

Add the following content:
