It looks like we sleep for 10 seconds here, so I guess it will take 10 seconds to detect an idle worker instead of IDLE_WORKER_TIMEOUT_MS.

Whoops, I misread this. We time out workers after a minute and poll every 10 seconds. This seems fine.
