I couldn't get alert & reports to send on my unauthenticated SMTP server until I passed the empty string "" for username and password. I got that fix from this comment in a GitHub issue: #11507 (comment)

I suggest this should be added to the configuration docs. I can submit a PR for that, just creating an issue first.
