Dates: migrate to ISO (yyyy-mm-dd) #1406

We should use the ISO format by default, unless a specific reason comes up to pick a different format.

This should apply for all data fields, file names, date picker instances, etc. It will include:

aragon/aragon (Permissions, etc.)
Agent
Finance
Voting

With aragon/aragon-apps#1173, this has now been completed for all apps.
