userChrome_customization.css has to be non-empty for userContent_customization.css to work #27

Was wondering why my rules from userContent_customization.css weren't applying when running the updater script, until realizing both files are skipped if userChrome_customization.css is zero bytes.

Current workaround is putting a CSS comment in the former.

fixed it in v1.7.16
