E.g., uv tool install --from git+https://github.com/psf/black black should work.

This is a bit tricky because we need the tool package name early on in the process.

## Summary

I ended up needing this for #4664
but I think it's a good change more broadly. We should be able to share
this cached information across operations within a given invocation.
