Bump snowflake-connector-python version up to 3.0.4

Hi,

MWAA constraints-2.5.1 has snowflake-connector-python==2.9.0 - outdated version that has snyk vulnerability, which is already fixed in versions 3+.

snowflake-connector-python==2.9.0 is also conflicting with such libraries as astronomer-cosmos and dbt. That basically means, if you're using mwaa 2.4.3 with dbt, you are not able to migrate to mwaa 2.5.1.

How feasible is to bump constraints to latest version snowflake-connector-python==3.0.4 ?

Just to add here that snowflake-connector-python library is receiving constant security updates and bug fixes. I know Airflow only updates the constraints when they release a new version but maybe it might be feasible to not limit the snowflake-connector-python library to a single version?
