set attributes globally for all user in keycloak v23.0.5

Hi All, is there anyway to create an attribute globally for all user account to apply it in keycloak version 23.0.5. Because currently if a user account need an attribute like email attribute this need to apply manually to each user one by one, but later will have more user account in keycloak this will be very difficult to apply an email attribute to each users.
