Need global error handler

Some, illegal, statements cause Oaklisp to segfault. This is a problem because work can be lost if unsaved code or data is segfaulted. Perhaps a global error handler can be installed so that if something gets passed all the normal error checks, some default handler will issue something like "unknown error" but keep there system up.
