The new BisqElectrumPlugin downloads and verifies the Electrum binaries for Linux, OSX, and Windows. The PGP public keys and the fingerprints of the Electrum developers are hardcoded in the plugin. Consumers of the plugin can set the electrumVersion property to specify the version.
