BSQ rate for Cycle 19 is 0.67 USD per 1 BSQ

The recommended rate to be used for compensation requests on cycle 18 is 0.67USD/BSQ. 90 day weighted volume average needed to be voted at DAO after detecting manipulated price statistics. Next, I inform about the voted 30 and 90 days BSQ rate.

90 Day USD/BSQ: 0.67

After having this proposal accepted at the DAO, I, as Compensation Maintainer, will submit a proposal for 30 and 90 days BSQ rate to get consensus 7 days before the end of the proposal phase (the same deadline as submitting compensation requests for review). DAO vote won't be submitted unless there's no clear consensus.
