Conduct November voting

• Transcribe compensation requests to spreadsheet
• Announce and provide instructions via the bisq-contrib mailing list
• Review all edits to the spreadsheet to ensure there weren't any mistakes, etc
• Capture results in plaintext ledger repo (experimental)
• Announce that the voting period is complete
• Update the phase zero doc as appropriate
• Write up a post-mortem / retrospective on the mailing list to see what we've learned

Closing as complete. This had remained open until now, because I needed to update the phase zero doc with changes that have occurred since November's voting round, and that is done now. See also the results of the voting at https://lists.bisq.network/pipermail/bisq-contrib/2017-December/000043.html.
