Update: once we can confirm the success of #32 with the current cycle's compensation requests, we can begin devising reporting (both internal and external) and an actual budgeting process. Although most people used the new compensation request format in the last cycle, this is the first cycle in which everyone used it, so it's a better test.

The current cycle will end in just a couple days.
