What is the problem this feature will solve?

Help improve the scalability of ClickHouse - Keeper. Currently, the keeper is embedded in the server. When scaling out, having more keepers is unnecessary.

What is the feature you are proposing to solve the problem?

You can refer to the deployment pattern of ZooKeeper and simply replace ZooKeeper with ClickHouse - Keeper.
