Describe the Feature

Expands on #6091 (merged, adds block button) and #1017 (open, adds mute button) ... this PR also adds the "Add to Lists" option for the user.

The use case is that some users achieve blocking by way of a dynamic block list they share with others, as an alternative to the built-in block list. Without "add to lists" on the menu, one has to click to the user profile, as one used to do to block.

Also, on a more positive note, the user may want to add the posting author to a "cool people" list they have and share. This would do that.

this is how the "add to lists" would look just as from the user's profile. Except it appears on the popup menu for the user's post.

Describe Alternatives

Only other way to do this is the current way: drill into the profile and "add to lists" there.

Note this PR feature is for users who achieve blocking solely via shared lists, so that this reduces their at-post blocking "friction" as much as #6091 did for built-in blocking
