Control-shift clicking in Find window when not grouped does nothing

In the Everquest find window control clicking a destination causes the active character to navigate there.

If grouped and you control-shift click it will move the whole group to the destination.

However, if you are ungrouped and control-shift click nothing will happen. The character does not move. Control clicking while ungrouped works as it should.

Should control-shift clicking with no group still cause the active character to move to the location in spite of not being grouped?
