Minor Chromium bump. This bump only contains fixes for Android

QA tests:

Check branding items
Check for version bump

No specific code changes in Brave (only line number changes in patches).

Adding QA/Blocked label as this requires a new 1.13.x build to test, 1.13.80 or higher.

Removing QA/Blocked label. Changing from QA/Yes to QA/No and also changing release-notes/include to release-notes/exclude as this is superseded by #11401
