Video Playback randomly increases speed

Description

Video playback randomly speeds up to ~ 10x speed.

Steps to Reproduce

1. Play back video, YouTube does it way more often than other streaming platforms

Easily reproduced - happens multiple times per day. Unfocusing / focusing the tab & browser seems to make it appear more often.

Version/Channel Information:

• Can you reproduce this issue with the current release? Yes
• Can you reproduce this issue with the beta channel? Didn't try
• Can you reproduce this issue with the nightly channel? Didn't try

Other Additional Information:

• Does the issue resolve itself when disabling Brave Shields? No
• Does the issue resolve itself when disabling Brave Rewards? No
• Is the issue reproducible on the latest version of Chrome? No

Miscellaneous Information:

• The older versions did not have this bug (with chromium 86 if I recall correctly)
• Launching in private mode (to eliminate extensions) doesn't fix the issue either

Interesting bug., sample video? is it video specific? @Twiggeh

If you manually adjust the play speed higher/lower, then put it back to 1x does it make a difference?
Also, if you adjust the video resolution lower (say 720p) does it change it?

Not video or platform specific (YT way more often though), happens with all html 5 videos with and without extensions installed. I rarely watch videos on 1x speed, so can't really provide much information on that, but it has happened to the 1x videos as well.

Resolution does not matter, has happend to 480p videos (old videos).

This bug used to be way more common in the release around December (don't remember exactly which one, I just downgraded to an older version and have now updated last week)

Couple of things we can try, to see if it improves it.

• Disable Hardware acceleration
• See if it's codec related, install https://chrome.google.com/webstore/detail/h264ify/aleakchihdccplidncghkekgioiakgal?hl=en or https://chrome.google.com/webstore/detail/enhanced-h264ify/omkfmpieigblcllmkgbflkikinpkodlk?hl=en (with or without hardware acceleration enabled).

@ryanbr Does not happen at all on Windows, might be a Linux specific bug :(
