Dropdown menus not visible after closing custom ad notification

Description

This bug started when custom ad notifications were rolled out for Brave rewards and has been a huge pain to deal with ever since. This never happened with native notifications.

Steps to Reproduce

1. Wait for custom ad notifications to appear.
2. Close the ad by clicking on the close button.
3. Start browsing again only to find out that dropdowns(right click, hamburger menu etc.) are no longer. I have to switch to some other workspace and switch back to the initial workspace to be able to use the dropdowns.

Actual result:

Closing the ad prevents dropdowns from opening.

Expected result:

Closing the ad shouldn't affect the dropdowns.

Reproduces how often:

Easily reproduced. It happens every time and the only workaround is to switch workspaces.

Brave	1.27.108 Chromium: 92.0.4515.107 (Official Build) unknown (64-bit)

• Does the issue resolve itself when disabling Brave Shields? No
• Does the issue resolve itself when disabling Brave Rewards? Yes
• Is the issue reproducible on the latest version of Chrome? No, because the issue is limited to Brave Rewards.

I am using my build of dwm.

Seems to have been fixed in Release v1.27.108, as I get native notifications now instead of custom ad notifications.
