There was a problem sending your contribution message is not shown in Grandfathered unconnected state

Steps to Reproduce

1. Clean profile 147.x beta build
2. Enable rewards and claim UGP grants
3. Upgrade the profile to 1.52.x beta build
4. Open the verified creator https://twitter.com/bravelaurenwags
5. Open the tipping banner and send tip to a verified creator while the internet is down
6. There was a problem sending your contribution is NOT shown on the tipping banner

Actual result:

There was a problem sending your contribution message is not shown in Grandfathered unconnected state

Expected result:

There was a problem sending your contribution message should be shown
