Inefficiency in adding many ACL entries - O(n^2) issue in checking for duplicates? #135

Note the seconds elapsed in this test that adds 8191 entries to an ACL:

[2023-03-19T23:34:34Z DEBUG test_api] Call setfacl with 8191 entries...
[2023-03-19T23:34:40Z DEBUG test_api] 8191 entries were added and it is okay
[2023-03-19T23:34:46Z DEBUG exacl::failx] acl_set_file/access("/run/user/1001/exacl/.tmpNyP1Sn") returned -1, err=Argument list too long (os error 7)
