add back new user section to user guide

There's a New Users page here: https://github.com/cBioPortal/cbioportal/tree/master/docs/user-guide
But it doesn't show up in the docs site. Can we please add it?

We also lost the Homepage section on Resources by Page. This is what the help link on the homepage links to. I can't seem to find it anywhere though. I can always re-create it, but I'm confused about how it disappeared.
