Dates are displayed in datagrid in local time, but filtered in UTC

Overview

We use year-start dates for a lot of our report dates: 2008-01-01.

But these show up as 2007-12-31 if you have a negative UTC offset.

Success Criteria

How will we know that we're done?

• report_dates show up as e.g. 2008-01-01
• filtering based on "date == 2008-01-01" gets the right data

1. convert timestamps from parquet into local timezone
2. verify that the filters (applied in Perspective) apply based on local timezone
3. verify that the filters (applied in DuckDB) apply based on UTC by default
4. convert filters that we pass into the server to use local timezone, so the DuckDB filters apply based on local timezone as well
5. convert timestamps into ISO format with no timezone awareness
