Celotool deploy for notification-service should check if the user is logged in to firebase

In the deployment guide, it is mentioned that if the celotool deploy initial notification-service command fails with exit code 1 to firebase login and retry. It would be better if this were a check in the tool itself, and the advice was given there, rather than living in operations manual.
