Expected Behavior

A parameter (set in migrations config as a default of 1 GWei ) to set a floor on the gas price minimum so that even with empty blocks GPM cannot drift below that value.

Then verify that value is shown correctly via ethstats.

Current Behavior

GPM can fall to 4
