Time only values do not respect custom TIME format specifying fractions of a second #185

Given a custom TIME format such as

spreadsheet = luceeSpreadsheet( dateFormats={ TIME="hh:mm:ss.000" } );

a time value inserted into a cell should be formatted to show the fractions of a second (milliseconds in this case).

TIMESTAMP formatting works as expected.
