not really a bug, but maybe it can go into the documentation as an NB:

knife vault list will not recognize / list data bag items whose names end in '_keys', most likely due to how https://github.com/chef/chef-vault/blob/0d008c3c54d66d6e36501854cb92df9190b12a4e/lib/chef/knife/vault_list.rb is deciding on what data bag actually is a vault.

renaming the item (in this case 'ssl_keys' to 'ssl_secrets') solved it for me.

rather than 'fixing' it maybe this can be made explicit in the documentation.

if above statement makes sense and if you can point out the place this would need to go, i'd be happy to submit a PR
