📋 Steps to reproduce

There should be a way to resize the table.

For example resize handlers could be shown along table borders to allow the resize.

Note that this issue covers resizing of the table itself, changing width of entire column, height of rows is a different issue and should be requested separately.

📃 Other details that might be useful

This issue is similar to #5167 and should reuse implementation if possible.

FYI: Table column resize as well as resizing the width of the entire table is already available: https://ckeditor.com/docs/ckeditor5/latest/features/tables/tables-resize.html
