Document case-sensitivity rules for identifiers

I expected to find docs for the case-sensitivity rules on https://www.cockroachlabs.com/docs/stable/keywords-and-identifiers.html#identifiers, but they weren't there (I couldn't find them elsewhere in the docs, but didn't look very hard). Postgres has them on their corresponding page (although less prominently than I think the issue deserves). We should at least add this information to our keywords and identifiers section, and maybe in a FAQ too.
