To help on-boarding new people I'd like to add a document to assist people in getting started with this project.

Here are some examples from other projects:

OpenGovernment: https://github.com/opengovernment/opengovernment/blob/master/CONTRIBUTING.md

Obviously those are large libraries/frameworks, but should be good starting points. GitHub also has a help document on the subject: https://help.github.com/articles/setting-guidelines-for-repository-contributors/
