Privilege to Coauthor/Approve Translation & Resolve Comments Should Match #3319

Is your feature request related to a problem? Please describe.
Currently, you need 4000 honor points to approve a translation/coauthor Kata, but 5000 to resolve a comment.

This leads to occasional awkwardness where you are able to address issues directly through approving translations or editing Kata, but unable to close the respective announcement for the suggestion or issue.

Since you are entrusted with directly affecting the Kata, then you should also be entrusted with cleaning up after yourself and closing the respective issues. I don't think these two things should be separated - they go hand in hand. If you can't be entrusted to close issues, you shouldn't have been entrusted with directly affecting the Kata to begin with.

Describe the solution you'd like
I propose that it is more reasonable to either have those privileges:

  1. Unlocked together at 4000, OR
  2. Unlocked together at 5000.
