Plan should show updated, downgraded, like the command line conda

The command line conda now shows packages as being upgraded or downgraded, not linked and unlinked. This way is much easier to read, as you can see which packages are new, and which are just updated. This may require some changes to conda to be implemented easiest, as the full logic to lay out this table is nontrivial.
